I. Introduction to the Tender Project
(1) Project Name: Civil Engineering for the EPC General Contracting Project of the Second-Phase Expansion of Shenzhen Natural Gas Storage and Peak-Shaving Facility
(2) Tenderer: CIMC EnTech Co., Ltd.
(3) Project Location: Xiadong Oil and Gas Storage Base, Dapeng New Area, Shenzhen City
(4) Scope and Content of the Tender:
The EPC general contracting project for the second-phase expansion of the Shenzhen Natural Gas Storage and Peak-Shaving Facility includes all civil engineering works for the entire plant, covering but not limited to temporary facilities, general layout, structural works, and architectural works throughout the plant—excluding LNG storage tanks—and ultimately delivering to the tenderer qualified test reports that have passed review.
(5) Quality and Schedule Requirements: The quality of all materials procured for the project shall comply with the requirements of the design drawings and relevant standards and specifications, with a 100% pass rate for materials. Construction quality shall meet the requirements of the design drawings and applicable standards and specifications; the project quality shall attain the qualified standards stipulated in national and industry construction acceptance norms and strive to achieve the status of a National High-Quality Project.
Planned start date: 549 calendar days; Site preparation commencement date: April 1, 2026; Start date: April 15, 2026; Completion date: October 15, 2027; for details, please refer to the tender documents.
II. Eligibility Requirements
(1) Bidding entities must possess:
(1) Companies registered within the territory of China and holding a valid business license, with registered capital of no less than 50 million RMB;
(2) Must possess a Grade II or higher general contracting qualification for construction engineering projects, or a Grade II or higher general contracting qualification for chemical and petroleum engineering projects; as well as certificates for quality management system certification, environmental management system certification, occupational health and safety system certification, and a safety production license.
(3) The project manager must hold a Grade-I Constructor Certificate (Civil Engineering) and a Safety Certificate B, and provide social insurance proof for more than six months.
(2) Performance Requirements:
(1) Over the past five years (2021–2026), have undertaken at least two civil engineering projects for petrochemical plants or natural gas facilities, with contract amounts no less than RMB 50 million. (Supporting documentation for performance shall include the notice of award or the contract agreement.)
(2) The project manager must have served as the project manager for at least one petrochemical plant or natural gas civil engineering project within the past five years (2021–2026), and must provide proof of professional practice and relevant supporting documents.
(3) Credit Requirements: The bidder must not be in a state of property being taken over, frozen, or declared bankrupt; within the national administrative region, there must be no outstanding administrative penalties amounting to less than RMB 300,000, and the bidder must have no more than three records of enforcement actions, with the total amount involved in such enforcement actions not exceeding RMB 200,000—except for those enforcement records that have already been cleared prior to bidding (a commitment letter bearing the official seal must be provided).
(4) Financial Requirements: Good financial standing; provide audited financial statements for the past three years (2023–2025).
(5) This tender does not accept bids submitted by consortia (a commitment letter must be provided and stamped with the official seal).
Note: Bidders shall fully provide the relevant materials by the deadline for registration, as required by the above-mentioned registration criteria. Any deviation or omission will render the registration invalid, and no further notice will be given to supplement the registration materials.
III. Registration Methods and Deadlines
This bidding project adopts telephone and on-site registration methods. Bidding units meeting the above-mentioned registration requirements should, before 17:00 on February 25, 2026, send their basic qualification documents to the email address cetzb@cimc.com between 9:00 a.m. and 12:00 p.m. and between 2:00 p.m. and 5:00 p.m. (Beijing Time, same below), specifying the contact person, contact phone number, contact email, registering unit, and bidding project. After receiving the notification of successful registration from the tenderer, each bidding unit shall pay a document fee of 1,000 yuan to CIMC EnTech Engineering Technology Co., Ltd. (by telegraphic transfer or bank transfer; please indicate the bidding project name and document fee when making the payment).
4. Bid Bond
(1) The bid bond for this project is RMB 300,000.00 (in words: Three hundred thousand yuan exactly). When making the payment, please clearly indicate the name of the bidding project and the nature of the payment as “Bid Bond.” Bidding units shall submit the bid bond in a single payment to the tenderer by March 19, 2026.
(2) Bidding entities shall submit the bid security via bank transfer or telegraphic transfer, and the funds must be remitted from the bidder’s basic account.
(3) The bid security submitted by unsuccessful bidders will be refunded without interest within 30 days after the contract is signed. For details on the specific method for refunding the bid security of the successful bidder, please refer to the tender documents.
V. Method for Obtaining Tender Documents and Drawings
Bidding companies that have passed the initial qualification review must, upon receiving a telephone notification from the tendering party, obtain the electronic version of the tender documents from Yang Qin in the Project Management Department no later than March 3, 2026, presenting either the receipt issued by the tendering party or proof of payment.
6. Deadline for submitting bid documents, time of bid opening (subject to the tender documents for specifics), and location.
(1) Bid Submission Deadline: Before 09:00 on March 20, 2026 (subject to the tender documents). Bids delivered at the bid opening site after the deadline will not be accepted.
(2) Planned bid opening time: 09:00 on March 20, 2026 (subject to the tender documents for specific details).
(3) Bid Opening Location: Conference Room 4501, CIMC EnTech.
VII. Precautions
During the registration process, each bidding entity must not disclose any information about its recommenders and must not leverage internal or external connections to influence the fairness and impartiality of the bidding process; otherwise, its bidding qualification will be revoked.
