I. Introduction to the Tender Project

(1) Project Name: EPC General Contracting Project for the Second-Phase Expansion of Shenzhen Natural Gas Storage and Peak-Shaving Facility

(2) Tenderer: CIMC EnTech Co., Ltd.

(3) Project Location: Northwest side of the Xiadong Oil and Gas Storage Area, Dapeng District, Shenzhen City

(4) Scope and Content of the Tender: The scope of this tender covers three cranes in total. Specifically, one 25-ton explosion-proof electric double-girder crane for the BOG compressor shed; one 16-ton explosion-proof electric single-girder crane for the maintenance workshop and spare parts warehouse; and one 10-ton electric single-girder crane for the fire pump room. For detailed specifications, please refer to the specification document.

(5) Quality and Schedule/Delivery Requirements: The warranty period for this project is 24 months after the project is officially put into operation. The delivery date is October 30, 2026.

II. Eligibility Requirements

(1) Bidding entities must possess:

1) Companies registered within China and holding a valid business license, with registered capital of no less than 25 million RMB;

2) Must have certification for a quality management system, an environmental management system, and health and safety certification;

(2) Performance Requirements: Over the past two years (the two years prior to the bid deadline), there must be more than three instances of successful application of similar products in petrochemical projects. (Supporting documentation for performance shall include scanned copies of award notices or non-price contracts.)

(3) Credit Requirements: The bidder must not be in a state of property seizure, freeze, or bankruptcy; within the national administrative region, there must be no outstanding administrative penalties totaling less than RMB 300,000; there must be no more than three records of enforcement actions, and the total amount involved in such enforcement actions must not exceed RMB 200,000—except for cases where the enforcement records have already been cleared prior to bidding (a letter of commitment bearing the official seal must be provided).

(4) Financial Requirements: Good financial standing; provide audited financial statements for the past two years.

(5) This tender does not accept bids submitted by consortia (a letter of commitment bearing the official seal must be provided).

III. Registration Methods and Deadlines

This bidding project adopts telephone and on-site registration methods. Bidding entities meeting the above-mentioned registration requirements shall, before 12:00 on January 4, 2026, send their basic qualification documents to the email address cetzb@cimc.com between 8:00 a.m. and 12:00 p.m. (Beijing Time, same below) and between 1:30 p.m. and 5:00 p.m. daily. Each entity should, upon receiving a phone notification from the tenderer confirming successful registration, pay the bid document fee of [amount] yuan to CIMC EnTech Engineering Technology Co., Ltd. (by telegraphic transfer or bank transfer; please indicate in the payment remarks: the name of the bidding project and the bid document fee).

4. Bid Bond

(1) The bid bond for this project is RMB [amount] (in words: [amount in words]). When making the payment, please clearly indicate the name of the bidding project and the bid bond amount. Bidding units shall submit the bid bond to the tenderer in a single payment by /year/month/day.

(2) Bidding entities shall submit the bid bond via bank transfer or telegraphic transfer, and the funds must be remitted from the bidder’s basic account.

(3) The bid security submitted by unsuccessful bidders will be refunded without interest within 30 days after the contract is signed. As for the bid security submitted by the successful bidder, the specific refund procedure is outlined in the tender documents.

V. Method for Obtaining Tender Documents and Drawings

Bidding companies that have passed the initial qualification review should, after receiving a phone notification from the tendering party, go to the Procurement Department (Jin Yifeng) to obtain the electronic version of the tender documents.

6. Deadline for submitting bid documents, time of bid opening (subject to the tender documents for specifics), and location.

(1) The bid submission deadline is 9:00 a.m. on January 29, 2026 (subject to the tender documents). Please upload your bid documents to the website https://cimc-enric.going-link.com before the deadline. Late submissions will not be accepted. At the same time, bidders must deliver the sealed bid documents (three original copies, with the commercial proposal, technical proposal, and price proposal separately sealed) to the Bid Opening Meeting Room (Room 4501) of CIMC EnTech before the bid opening.

(2) Proposed bid opening time: Before 9:00 a.m. on January 29, 2026 (subject to the tender documents for specifics).

(3) Bid Opening Location: Conference Room of CIMC EnTech (4501).

VII. Precautions

During the registration process, each bidding entity must not disclose any information about its recommenders and must not leverage internal or external connections to influence the fairness and impartiality of the bidding process. Otherwise, their bidding qualification will be revoked.
